Complex revamping of the Refinery with new units, brown field and turnaround activities. Many entities are involved, smooth coordination is needed with other Project entities, Interface department, Integration team, Project Services
Ensure HSE is given highest priority, and particularly all Rotating equipment personnel are adequately trained to execute Rotating equipment work assignments, Rotating equipment personnel comply with job instructions, that potential hazards are immediately addressed and stop work execution if safety is not guaranteed
- Coordinate, review and approve quality and completeness of deliverables, procedures in conjunction with Commissioning Department, Integration team or other concerned parties for rotating equipment activities
- Assist Lot Commissioning Unit leaders to prepare and execute Pre-Commissioning and Commissioning activities follow up for rotating equipment discipline using OPERCOM methodology
- Review of the Pre-commissioning Dossiers and attached preliminary checks of the facilities to establish completion of conformity checks/static tests, via ICAPS sheets, on all rotating equipment and preparation of punch lists for pending items to achieve Pre-commissioning phase
- Assist Lot Commissioning Unit leader to establish Commissioning/Start-Up network priorities and durations for Rotating equipment activities, review Commissioning progress against planning forecast
- Review of requirements for temporary equipment to facilitate Commissioning/Start-Up activities. Inspect the test equipment and tools required to perform specific controls/tests and confirm that they are appropriate and duly calibrated
- Review of commissioning spare parts/consumables needed for rotating equipment activities
- Ensure adequate care and maintenance/preservation of equipment has been carried out
- Assist Lot Commissioning Unit leader for the identification and mobilization of materials required for the Operational Tests of rotating equipments
- Follow Vendors assistance requirements and valid Vendor assistance reports on behalf of COMPANY
- Monitor and/or witness all Rotating equipment Commissioning activities associated to process and non process equipments
- Review and comment of all Rotating equipment OTPs and start-up procedures issued by CONTRACTORS before execution of Operational Test at site
- Sign on behalf of Lot Commissioning Unit leader all ICAPS sheets attached to Rotating equipment activities, responsible for the Rotating equipment conformity checks
- Coordinate with ICAPS & Punch list coordinators for issuance, categorization, management of rotating equipment punch lists and clearance of items
- Review and approve for Rotating equipment activities, ready for commissioning dossier (RFC), achievement of commissioning dossier (AOC), transfer of Operation and Maintenance dossier (TOMC) and attached certificates for rotating equipment activities
- Liaise with operation and make sure operation representative is adequately informed of all rotating equipment testing activities
- Liaise with other teams to ensure smooth transition from Commissioning phase to Start-up phase and stable operation
- Participating, if required by Lot Commissioning unit leader, to technical coordination / progress meetings with the contractors. Attend other project meetings as required or requested
- Initiate all corrective actions to meet Commissioning targets, if anyEssential Skills / Qualifications:Engineer level or above
High knowledge of Rotating equipment activities within refinery
Minimum 10 years of experience in similar position of rotating equipment commissioning Engineer
Knowledge of Management of EPC contract
Knowledge of OPERCOMTM and ICAPS is a plus
Methodic and organized, good team spirit
Critical, constructive, ethical and integer attitude
